Introduction
The Self-financing Post-secondary Scholarship Scheme (SPSS), set up by the HKSAR Government, offers scholarships and awards to give recognition not only to students with outstanding academic performances, but also those with achievements and talents in other non-academic fields.
There are five types of scholarships/awards established under the Scheme at CityU SCOPE for eligible students pursuing full-time locally accredited degree programmes. The five types of scholarships/awards are:
- Outstanding Performance Scholarship (OPS)
- Talent Development Scholarship (TDS)
- Reaching Out Award (ROA)
- Best Progress Award (BPA)
- Endeavour Scholarship (EDS)
The Outstanding Performance Scholarship (OPS) aims to give recognition to the performance of outstanding students. Students will be selected for nomination for the scholarships based on academic performance; leadership and communication skills; contribution to the University and strong commitment to the Hong Kong community.
The Talent Development Scholarship (TDS) aims to give recognition to students who have demonstrated achievements or talent in non-academic areas and provide support for these students to further develop their talent and potential. Students will be selected for nomination for the scholarships based on their demonstrated talent or potential in either one of the following five areas of talents:
- Sports and Games;
- Music and Performing Arts;
- Culture, Arts and Design;
- Innovation; or
- Science, Technology, Engineering and Mathematics (STEM).
The Reaching Out Award (ROA) aims to support meritorious students to participate in learning, internship or service programmes, as well as national, regional and international events and competitions that are conducted outside Hong Kong and organised/endorsed by institutions.
The Best Progress Award (BPA) aims to encourage and recognise students with significant progress and improvement of at least two consecutive academic years.
The Endeavour Scholarship (EDS) aims to give recognition to deserving post-secondary students with Special Educational Needs (SEN) in the pursuit of excellence in academic and other areas.

Application for SPSS 2020/21
The Self-financing Post-secondary Scholarship Scheme (SPSS), funded by the HKSAR Government for the academic year 2020/21 is now open for application.
Eligibility
- Full-time students enrolled in the following locally accredited Bachelor's Top-up Degree Programmes are eligible to apply for the Scheme subject to the fulfilment of specific entry criteria for each scholarship/award.
Bachelor's Top-up Degree Programme (Full-time Students of 2020 Cohort)
- BA (Hons) Applied Social Science, Sheffield Hallam University
- BSc (Hons) Aviation Management, Coventry University
- BA (Hons) Business and Management, De Montfort University
- BSc (Hons) Information Technology for Business, Coventry University
- BA (Hons) English for International Corporate Communication, University of Central Lancashire
- BA (Hons) International Business Communication with Chinese, University of Central Lancashire
- BA (Hons) International Business Communication with Japanese, University of Central Lancashire
- BA/BA (Hons) Marketing Management, Edinburgh Napier University
- BA (Hons) Public Administration and Management, De Montfort University
- BA (Hons) International Tourism and Airline Management, Edinburgh Napier University

- Full-time Year 2 & Year 3 students enrolled in the following locally accredited 3-Year Bachelor’s Degree Programmes are eligible to apply for the Scheme subject to the fulfilment of specific entry criteria for each scholarship/award.

Average marks ≥60% in the first year of study
- For Year 3 Full-time 3-Year Degree students
Average marks ≥60% in the first two years of study
- With other outstanding non-academic achievements;
- Able to demonstrate leadership and good communication skills;
- Have valuable contribution to the institution/community; and/or
- Have a strong commitment to the Hong Kong community.
Remarks: Students may apply for the OPS more than once throughout their studies of the relevant programme. The priority will be given to applicants who have not previously received any awards/the same award under SPSS.

Talent Development Scholarship (TDS) |

- Have satisfactory academic results:
- For Full-time Top-up Degree students
CGPA ≥2.5 out of 4.0 in the final award OR equivalent in the prior sub-degree/post-secondary qualification
- For Year 2 Full-time 3-Year Degree students
Average marks ≥50% in the first year of study
- For Year 3 Full-time 3-Year Degree students
Average marks ≥50% in the first two years of study
- Able to demonstrate track records in the past 3 years (on or after 1 Sept 2017) of active participation in at least one of the following areas:
- Sports and Games;
- Music and Performing Arts;
- Culture, Arts and Design;
- Innovation; or
- Science, Technology, Engineering and Mathematics (STEM).
- Receive awards in territory-wide, national or regional competitions/performances;
- Represent institution or relevant association in such competitions/performances; or
- Have good recommendation/assessment by the institution or relevant organization on the capability or talent.
Remarks: Students may apply for the TDS more than once throughout their studies of the relevant programme. The priority will be given to applicants who have not previously received any awards/the same award under SPSS.

Reaching Out Award (ROA) |

- Have outstanding academic results:
- For Full-time Top-up Degree students
CGPA ≥3.0 out of 4.0 in the final award OR equivalent in the prior sub-degree/post-secondary qualification
- For Year 2 Full-time 3-Year Degree students
Average marks ≥60% in the first year of study
- For Year 3 Full-time 3-Year Degree students
Average marks ≥60% in the first two years of study
- Applicants should:
- submit a proposal with details of the activity and budget, or
- submit leaflet if study programme is organized by a third party, and
- submit a reflection report within one month after the activity.
- The proposed activity should be:
- conducted outside Hong Kong, for the purpose of broadening exposure and enhancing communication skills (e.g. activities related to internship, placement, language course, service programme and study trip etc.)
- arranged within 1 January 2021 to 31 March 2022.
Remarks: Students may apply for the ROA only once throughout their studies of the relevant programme.

Best Progress Award (BPA) |

BPA is set for Full-time 3-Year Degree students of 2018 Cohort only and will be provided to students who could demonstrate their efforts in striving for significant improvement in their studies.
- Have satisfactory academic results:
- Average marks ≥50% in the first two years of study
- Have shown academic improvement of at least two consecutive academic years
Remarks: Students may apply for the BPA only once throughout their studies of the relevant programme.

Endeavour Scholarship (EDS) |

EDS is set up to give recognition to students with Special Education Needs (SEN) in the pursuit of excellence in academic and other areas.
- Have satisfactory academic results:
- For Full-time Top-up Degree students
CGPA ≥2.5 out of 4.0 in the final award OR equivalent in the prior sub-degree/post-secondary qualification
- For Year 2 Full-time 3-Year Degree students
Average marks ≥50% in the first year of study
- For Year 3 Full-time 3-Year Degree students
Average marks ≥50% in the first two years of study
- Provide medical proof/supporting document of the SEN*.
* SEN includes specific learning difficulties, intellectual disabilities, autism spectrum disorders, attention deficit/hyperactivity disorder, physical disability, visual impairment, hearing impairment, speech and language impairment, and others.
Remarks:
- Students may apply for the EDS more than once throughout their studies of the relevant programme. The priority will be given to applicants who have not previously received any awards/the same award under SPSS.
- The availability of the scholarship is subject to the funding offered by Education Bureau (EDB).

Statement of Interest
Interested students should express their interests by filling out the “Statement of Interest” via
https://www.scope.edu/seminar/SDU-SPSS-2020-21 no later than 15 Nov 2020 (Sun) 23:59pm.
Late submission will not be entertained.

Selection Mechanism
Applicants will be shortlisted by the Selection Panel, formulated by Student Development Unit (SDU) of the School on a competitive basis. Preferences will be given to applicants who have attained excellent academic results as well as non-academic achievements.
After receiving students' "Statement of Interest", recommended applicants will be informed by 17 Nov 2020 for submission of a full set of application form and be invited to attend an interview during 7-11 Dec 2020 (only OPS & ROA applicants will be invited for interview). Applicants who do not receive any notification by the end of November 2020 should consider their applications unsuccessful.
EDB will make a final decision to the School's recommended nominations.
